The secretary general of the European Bioethanol Association discusses changes needed to fuel quality standards and the availability of second-generation biofuels.

The EU Presidency conclusions of the European Council Spring Summit confirmed the policy objective
submitted earlier this year by the European Commission, to have at least a binding 10% share of biofuels in every EU Member State by 2020. However, the binding target is conditional. First, the production needs to be sustainable. Furthermore, second generation biofuels should be commercially available, and, finally, the Fuel Quality Directive (Directive 98/70/EC) needs to be amended in such a way that adequate levels of blending will become possible. What is the view of the industry on these three conditions?
